History

TLC was founded in 1993 by a group of Burlington residents who were concerned about the rising number of individuals experiencing rural homelessness. Initially, the organization operated out of a house in Bohners Lake, which was acquired through a land contract. Although this home was later sold due to the costs associated with upgrading the sewer system, TLC's mission continued at a house donated by the City of Burlington. This house was named the Morrow House in honor of Judy Morrow, one of TLC's founders. Over time, TLC established a shelter that could accommodate up to 15 participants each night. Both the Morrow House and the shelter were built with the assistance of community volunteers and donations. In 2015, the Morrow House was sold, and TLC continued its programs at the shelter.  

In 2022, TLC relocated the shelter to Kansasville, WI. This new facility has allowed for an expansion of services and has proven to be a valuable resource for both the staff and the participants served.  

TLC provides quality and compassionate services primarily to women, children, and intact families experiencing homelessness in Western Racine County. Respect and dignity for those served are fundamental principles of TLC, along with the goal of connecting them to the community. The organization offers assistance in helping individuals obtain employment, increase their earned income, and transition to permanent housing.
